INDIANA BANDMASTERS ASSOCIATION INC. CONSTITUTION I. This Organization Shall Be Know As the Indiana Bandmasters Association Inc. II. Membership shall be open to any Indiana band director, or any other person interested in the advancement of bands in the state of Indiana. Band directors shall be considered active members with voting privileges; all members not band directors shall be considered associate members without voting privileges. An active member who is retired may upon request become a life member of the association. Life members shall retain all voting privileges and need to contact the IBA treasurer to maintain their membership. III. The Purposes Of This Organization Are: A. To stimulate interest in the study of the band and its literature. B. To develop a desire for good band literature. C. To encourage good fellowship between the members of the Association. D. To bring the work of the Association before the State Department of Education and the citizens of the State in order that it shall gain greater recognition and support. E. To provide educational meetings for band directors that the standards of instruction may be raised. F. To secure recognition of School Administrators and Boards of Education to the effect that the band is an integral part of the school curriculum and is entitled to recognition as a curricular subject. G. To develop a band in each community which shall serve as a vital force in bringing the people into closer relationship with the schools of the State. IV. Membership dues shall be set by the Executive Board of the Association with the approval of a simple majority of the membership. There shall be no distinction between active members and associate members as far as dues are concerned. Active members will upon retirement become life members of the Association and dues will be considered paid in full. Dues shall be for a period one year beginning on September 1 and running through August 31. Members will be dropped from the roll upon the lapse of that years dues. V. The officers of the Indiana Bandmasters Association shall be a President, VicePresident, Secretary-Treasurer, Past President, and two District Representatives (one Junior High/Middle School and one Senior High School) from each of the three districts (North, Central and South). A. Term of Office: 1. President - 1 year 2. Vice-President - 1 year 3. Secretary-Treasurer - 1 year 4. Past President - 1 year 5. District Representatives - 3 years B. Method of Election: 1. A slate of candidates shall be discussed during the membership meeting held during the All-State Band weekend. The Past President the president shall present the final slate in a ballot mailed out in May. a. Vice-President shall become President. b. President shall become Past President. c. Candidate(s) shall be nominated for District Representatives. Election of District Representatives shall be on a rotation basis as follows: Year 1) District I Junior; District II Senior Year 2) District II Junior; District III Senior Year 3) District III Junior; District I Senior District I - Area Code 219 District II - Area Code 317 District III - Area Code 812 1991 Election was 'Year l' (District I Junior, District 11 Senior.) 2. Ballots shall be mailed to all active enrolled members by May 15, and returned to the Secretary-Treasurer on or before June 1st each year. C. All Officers shall begin their term on July 1 of each year. D. The Executive Board of the Indiana Bandmasters Association shall consist of the above named officers, the appointed music coordinator, and the appointed housing coordinator of the All State weekend who will serve as ex-officio members. They shall meet in late January or early February of each year as well as any other meeting necessary for IBA concerns. E. Duties: 1. The President shall preside at all meetings, act in an executive capacity, and organize the All-State Band. 2. The Vice-President shall render aid to the President as requested and preside in the absence of the President. The Vice-President will also oversee the coordination of the All Region Junior High Band Festivals. 3. The Secretary-Treasurer shall handle all correspondence and transact all Association business. 4. The Past President shall provide the Board with guidance. 5. District Representatives shall advise the Board and inform the Board of the wishes of the membership. The second year Junior High Representative will be responsible for coordinating the All Region Junior High Band Festivals. F. Replacement of Officers: 1. Should the President of the Association become incapacitated or leave the State, the duties of the President shall be assumed by the Vice-President. 2. Vacancies in any other office shall be filled by the Executive Board. 3. District Representatives must remain at the level elected and in the District elected during their term. If a District Representative changes level or district, a new Representative will be selected to fill out the term who meets the requirements. VI. Conventions, clinics and other activities shall be held at such times and places as agreed upon by the Board. The President is empowered to call meetings of the Board at any time. VII. All activities conducted by the Indiana Bandmasters Association Inc. shall remain free of sponsorship or endorsement of any college, university, high school, or commercial (military) organization. VIll. The constitution shall be subject to amendment or revision by a two-thirds vote of all members present at a regular membership meeting. January 1991
